When all is said and done it is something that produces a variety of types of waveforms that are used to test and build many different types of electronic equipment. You may also see it labeled as a signal generator, because it will generate a variety of waveforms or functions.

It is a matter of personal preference as to whether you will be a little more comfortable with a box that you can come into contact with, experience and push buttons on or whether you are happy to vary controls and parameters in a computer program. The results are the same though.

If you are considering a Function Generator, then I'm sure I don't need to clarify an oscilloscope. But in the event that I do, what you will get is a visual representation of the output signal. For those who have ever seen ER or any other hospital show on TV, that machine where you can see the heart rate beat, well that's a kind of oscilloscope. And guess what, the heart would be the function generator.
